I think I figured it out although it's completely different from the way I remember it. It wasn't a horse, it was more of a dragon-like creature and it was from the video game Dig Dug. Although those crappy Atari graphics may have caused me to think it was a green horse which makes a bit of sense. Every time I see the Robot Chicken sketch below, I would always think of that "horse" from some reason to the point where it started to get on my nerves. But apparently, it was the green thing from Dig Dug:

Oh, I love Robot Chicken. The obscurity of their references has helped me get out of many "What was that obscure show/character/movie from my childhood?" crises over the years.
